トランプ就任演説の英語を徹底解説パート３

What truly matters is not which party controls our government, but whether our government is controlled by the people.

January 20th, 2017 will be remembered as the day the people became the rulers of this nation again.

The forgotten men and women of our country will be forgotten no longer.
Everyone is listening to you now. You came by the tens of millions to become part of a historic movement, the likes of which the world has never seen before.

At the center of this movement is a crucial conviction, that a nation exists to serve its citizens.
Americans want great schools for their children, safe neighborhoods for their families, and good jobs for themselves. These are just and reasonable demands of righteous people and a righteous public.

But for too many of our citizens, a different reality exists: mothers and children trapped in poverty in our inner cities;
rusted out factories scattered like tombstones across the landscape of our nation;
an education system flush with cash, but which leaves our young and beautiful students deprived of all knowledge;
and the crime and the gangs and the drugs that have stolen too many lives and robbed our country of so much unrealized potential.

This American carnage stops right here and stops right now.
We are one nation and their pain is our pain. Their dreams are our dreams. And their success will be our success. We share one heart, one home, and one glorious destiny. The oath of office I take today is an oath of allegiance to all Americans.

What truly matters

冒頭の"What truly matters 〜"は「本当に大事な事〜」となります。 まず、ここでの"matter"は「重要である」と言った動詞です。
この表現だけだと"what"が主語となり単数なので、三単元の"s"をつけて"matters"としています。

また、"matters is"とbe動詞である"is"が続いており、一見、動詞が2つ続いているように見えます。
しかし、この文では"What truly matters"を1個の固まりと考え、主語として使われています。

"is"は動詞で、"which party〜"以降が目的語の役割を果たしています。

the people

"poeple"は一般的に冠詞である"the"を付けずに使う事が多いと思います。 冠詞がない場合、漠然と「世間の人々」といった意味合いです。

しかし、冠詞の"the"をつけると、特定のグループや人々を指す単語になります。

• ここに居る人々は親切だ。

この場合、世間一般の人々ではなく「ここ」にいる人々を限定して話しています。

また、政治などでは特に冠詞の"the"を付けることで、その国の国民を意味します。

• 民衆は王に対して反乱を起こした。

come by the tens of millions

前置詞の"by"は本来「近く」と言った意味があります。
"〜come by 〜"で誰がどのようにやって来るかを表します。

演説では"You came by the tens of millions〜"と言っており、 「あなた達は何百万人でやって来て〜」といった意味になります。

"like〜"は「〜のような」と言った形容詞です。
しかし、"the likes of〜"とすると、「〜のような物」「〜のような人」のように名詞化する事ができます。

演説では"the likes of which the world has never seen before"、「世界中が今まで見た事が無いような物」と言っています。

inner city

トランプ勝利演説パート3にも出てきましたが、 "inner city"とは都市周辺の、住宅や工場、商店などが混在する地域です。

遠まわしに「低所得地域」を意味する言葉として使われています。 他にも「スラム街」と訳される事もあるでしょう。

トランプは大統領候補の時代から、貧困地域の人々から特に支持を集め、大統領選に勝利しました。

oath of office

"oath"は日本語で「誓い」ですが、議会や法定などの誓いとして「宣誓」（せんせい）を意味します。 "office"は一般的には「事務所」という意味が代表的ですが、 他にも「職務」「任務」「役目」と言った意味もあります。

例えば、

• the office of chairman 議長の任務
• a purely honorary office まったくの名誉職

などの使い方ができます。

そのため、"oath of office"で「就任宣誓」となります。
演説では"oath of office"「就任宣誓」と、"oath of allegiance"「忠誠の誓い」をかけて、ちょっとシャレのような表現を使っていますね。
